Sophie Guiny, Principal Consultant

Sophie brings 15 years of experience advising a range of public and private clients on capital planning, public-private partnerships, federal sources of funding and financing (TIFIA, FTA, and FRA), and project finance. Sophie has served as financial advisor, led projects and managed programs in public transit, high-speed and passenger rail, highways and toll facilities. She has worked on projects with complex financing structures and multiple sources of funding including debt (TIFIA loans, Private Activity Bonds, commercial debt), grants (FTA and FRA capital grants) and equity. Prior to joining InfraStrategies, Sophie worked for Transurban, and for Booz Allen Hamilton, where she served as practice lead for transportation finance and economics and co-practice lead for rail and transit. Her clients included several USDOT modal agencies and the TIFIA credit program.

 

Sophie holds an M.A. in International Economics and an MBA in Finance from The George Washington University, and an M.A. from the Institut d’Etudes Politiques de Paris. She is a member of the Transportation Research Board’s Revenue and Finance committee, and has served for several years on the board of the Washington, DC chapter of WTS.

S. Tesse Rasmussen, PE, Principal Consultant

Tesse has spent 20 years concentrating on improving transportation options in Los Angeles and around the United States. She focuses on the early stages of project development, laying the groundwork for a successful funding, delivery, and program development in order to meet the needs of the traveling public in a timely and fiscally sound manner. As a transportation planner and engineer with experience in all stages of project development, Tesse bridges the gap between conceptual planning and detailed design, bringing her expertise in delivery development, financial planning, policy analysis, alternatives comparisons, and environmental regulations. Beginning with her early involvement on several LA Metro transit projects, including the Gold Line, Tesse has excelled at delivering successful projects on time and under budget while coordinating multiple interested parties. Prior to joining InfraStrategies, as Vice President, Tesse led the Los Angeles Transit Section for a major consulting firm.

 

Tesse studied civil engineering at Bucknell University and Urban Planning at the University of Southern California. She is a proud member of the Leadership APTA class of 2016, and looks forward to continuing to bring transportation choices to our clients and our communities.

 

Amanda Vandegrift, Senior Consultant

Chosen as one of Mass Transit Magazine's 2018 40 under 40, Amanda is a rising star in the transportation industry. Amanda assists transportation providers across the country with financial planning, policy analysis, and strategic advisory services. She specializes in the development of project financial strategies and has assisted numerous agencies with positioning projects for federal grants and loans and identifying potential state, local, and private funding options. Amanda has led and coordinated complex financial work for transportation projects across the country, including the multi-billion dollar Amtrak Gateway Program into New York City and Link Union Station (Link US) Project in Los Angeles. Prior to joining InfraStrategies, Amanda worked for two major consulting firm as a specialist in transit and rail funding and financing strategies. Amanda also previously worked as the personal research assistant to the CEO and General Manager of the Metropolitan Atlanta Rapid Transit Authority (MARTA) and in the Bridges and Structures Department at Norfolk Southern.

 

Amanda graduated first in her class at the Georgia Institute of Technology, and was recognized as the School of Civil and Environmental Engineering’s Top Engineering Student in 2012 and the top Eisenhower masters student in the nation in 2013.
